He is encountered in Pike Place Market, shortly after coming across the second scene of a ripper murder. Being rude to him instead of supportive will cause him to quit talking to the player and prevent access to the quest to retrieve his murdered friend's necklace. If nice to him he asks you to get the necklace from the crime scene. This requires Quickness 4 in order to avoid having to pay off Officer Aguirre. Return it to Frank and ask for payment to receive 200 Nuyen and +1 Karma. The karma reward doesn't change if asking for no payment.
