A stocky man in a military surplus jacket, Volker is the toxic leader of a particularly virulent and hateful chapter of Humanis in Berlin, planning a false flag operation: unleashing berserk gas on metahumans, to force them to attack human neighbourhoods and thus destroy their presence in Berlin.

Volker is confronted when you reach the office and pick up the operations plan. He will reveal the plan of the group if not immediately shot in the face (attacked). When Alexander enters the room and Dietrich is in the party, this will lead to a confrontation. Volker will rabidly insist on Alex shooting his uncle. If you have done Trial Run before False Flag, the Lodge has a task for you: to let Stahl escape.
As it turns out, letting Stahl live proved to be an embarrassment for his handler within the Black Lodge; Stahl's plans on becoming a martyr for the Humanis cause apparently didn't quite work out.
